Rich Lopez is a Senior Policy Advisor at Hance Scarborough, bringing more than 25 years of experience building bipartisan relationships with Administration officials, Senators, Members of Congress and their staff across Washington, DC, Texas, Nevada and California. He began his career on Capitol Hill in the office of U.S. Senate Majority Leader, Harry Reid, as well as multiple Members of the U.S. House of Representatives and later served in the Texas state legislature — a foundation that has shaped a career built on reliability and trust. He translates those relationships into results, delivering wins on legislative proposals, committee hearings and markups, programmatic authorizations and appropriations for the clients and organizations he represents.
Rich’s federal policy portfolio spans transportation, agriculture, defense, tech, intellectual property, healthcare, cybersecurity, privacy and the live entertainment industry. Over the course of his career, he has represented a roster of leading global Fortune 500 companies and industry coalitions before Congress and federal agencies, working directly with congressional offices, committees and Administration officials to advance clients’ legislative and regulatory priorities.
A recognized leader and strong advocate for the Hispanic community, Rich managed BOLD PAC, the Congressional Hispanic Caucus’s political arm, and is a former founding board member of the Hispanic Lobbyists Association and a current Corporate Advisory Board member of the Congressional Hispanic Caucus Institute. He also serves on the board of the Future Forum Foundation, an independent civic organization advancing public policies impacting younger generations and working with over 50 Members of Congress. His work has earned him recognition as HLA Lobbyist of the Year and as a Top Corporate Lobbyist by The Hill.
A bilingual (Spanish) graduate of the University of Nevada, Las Vegas, Rich lives in Washington, DC with his wife, daughter and son, two rescue dogs and two guinea pigs, and is an avid golfer who enjoys traveling the world.
